It would appear that many Zimbabweans are escaping to South Africa due to the dire living circumstances there. For the moment, Zimbabwe cannot assist its South African citizens with their ZEPs. Recently, the deadline for submitting a permit application was pushed out from December to June 30 of this year. As of last December, hardly 10% of the approximately 180,000 Zimbabweans residing in South Africa on ZEPs have applied for the available mainstream visas. A successful return to South Africa for South Africans whose Zimbabwe Exemption Permits (ZEPs) have expired is contingent upon the Zimbabwean government providing counseling support. There has been nothing indication that ZEP holders would like to go back. Zimbabweans who are contemplating relocating back to their homeland will be able to utilize counseling services to help them manage the fears associated with returning to a challenging environment. A Bulawayo-based government-run counseling and psychiatric facility is offering its services to Zimbabweans who are compelled to return home but do not want to. At the meeting, Simon Masanga, the permanent secretary for social welfare, announced that training is currently under way to get frontline employees ready for the incoming returns. Masanga asserts that "one way that these committees (receiving the returnees) may be capacitated is through sharpening our counselling talents." Many Zimbabweans are wary of going back to their native country due to the unstable political and economic climate. Envision yourself undergoing therapy just to be able to return home once it is over. Do you not think it's important to spend time with people who share your values? The Zimbabwean government is belittling its own people in this way. No psychotherapy is necessary for them to function normally.
